Less well known and less exposed heroes and villains, these characters may be exceptional in their own right, but will typically be more minor characters than the Tiers above them, at least outside their own circles. Examples of Tier 3 characters include Hourman, Wildcat, Secret, Deadshot, Talia al Ghul. OCs will almost universally be considered Tier 3.
