Private NPCs are NPCs that are played by one person or a specific group of persons. They are listed on the wiki because of the character's importance or because of the sheer amount of times they've appeared for those who would like to keep track of them like we do with regular characters. While these are still part of the population of Twisted, and still able to make smaller "cameo" appearances in scenes, it's considered to be bad taste to make them appear in them without the permission of the people that played them.
This distinction was created because of people's reluctance to use recurring NPCs in fear of them possibly belonging to one player or another. These characters are still governed by NPC rules and must be "upgraded" with a proper character application before they can act on the same threat level as standard characters. Previously played characters who are no longer active but are still considered to be part of Twisted may also be added to this category.
Note: The 1000 wives of Cale/Luna are automatically included as private NPCs.
